Background
The UK Department for International Development (DFID) and the Government of Norway are making funds available through Coffey International to support the commitment made by the Government of Guyana to negotiate and implement a Voluntary Partnership Agreement (VPA) with the European Union (EU). In total, DFID and Norway are making available £1.8m to support the process, with the initial focus being on supporting the Government of Guyana and relevant sector stakeholders to engage effectively in VPA negotiations through the National Technical Working Group (NTWG). Bilateral Committee Guidelines for FLEGT Grants April 2015 

Background
The UK Department for International Development (DFID) and the Government of Norway are making funds available through Coffey International to support the commitment made by the Government of Guyana to negotiate and implement a Voluntary Partnership Agreement (VPA) with the European Union (EU). In total, DFID and Norway are makingavailable GB £1.8million to the National Technical Working Group (NTWG) to support the VPA process, with the initial focus being on supporting the Government of Guyana and relevant sector stakeholders to engage effectively in VPA negotiations.Once the VPA is agreed, the fund may support VPA implementation.

These funds are made available through a grant mechanism that is overseen by a bilateral committee comprising representatives of DFID and the Government of Guyana. Guyana Call for Applicants – Capacity Building Workshop on Project Design and Writing for Improving Forest Governance

Context
Following recent the Centre for International Development and Training (CIDT) experience with the EU FAO FLEGT Programmein Africa in 2014 andfollowing various capacity needs assessments undertaken in many FLEGT countries, CIDT has obtained funding from DFID to build capacities in the area of project design and proposal writing for FLEGT VPA actors in Ivory Coast (Abidjan), the Republic ofCongo (Brazzaville), Central African Republic (Bangui) andGuyana (Georgetown).

Target Groups

Guyana and the European Union (EU) have commenced formal dialogue on an EU Forest Law Enforcement Governance and Trade, Voluntary Partnership Agreement (VPA) (referred to hereafter as EU – Guyana VPA). The first formal negotiations were held in December 2012, at which key timelines were agreed to, that would guide the process moving forward. In announcing its decision to commence formal negotiations with the EU on a VPA, Guyana expressed that it is aware of the benefits of FLEGT such as stimulating markets, enabling Guyana’s exporters to retain markets, developing systems that demonstrate legality of timber production on international markets, and expanding reporting requirements and existing systems in the chain of custody management…Click here for more information
